Boil the water and the sugar in a saucepan. Remove from the heat, add the instant coffee, mix to dissolve. Allow to cool. Pour into a shallow bowl or a basin and chill in the freezer for a good hour, stirring twice at least. Meanwhile, chill the glasses in the refrigerator. Serve at the last minute, with straws.
